It's going to take them a long time to catch up if they ever do. Even if the hardware is on par, you have to consider the decades of (often game/engine-specific) driver optimizations done by AMD/Nvidia to make their offerings as fast as possible. That's a pretty monumental task for a new player in the field, even if it is a giant like Intel.
The only thing I can really think of would be horrendously unoptimized drivers but that can only get you so far even for a $150 MSRP card.

I would say it is more like watching a flaming trainwreck rolling down the tracks in slow motion. Intel has one of the worse cases of NIH that I have seen in a long, long time and it was true when I worked there more than twenty years ago at this point.
