And people are supposed to do what about the crime in their area? Become a vigilante? Move to a better neighborhood? Call the cops every time a car alarm goes off and have them laugh at you?

Form a neighborhood watch? Tackle the issues that cause crime? Push your local representatives to actually DO something about it. There's countless things you can do other than throw up your hands and whine "We can't do these ridiculous things, so we might as well do nothing!".
