Did you do a clean install of windows after those upgrades and not just a clean install of the drivers?
I'm not questioning your ability or skills, just tossing around ideas.
I've seen it mentioned in troubleshooting threads or where people swap components while benchmarking that sometimes windows doesn't do the right thing and fully recognize the new part or it's capabilities.

No, it has absolutely nothing to do with hindsight. The hype on this game was over the moon. Which is EXACTLY why I waited until after the release to see the reviews. A year later, as things started to be on the upswing, I bought the game on sale. Definitely in my top 10 of most cost effective entertainment purchases.
This ain’t our first rodeo and we’re not children with zero impulse control.
