They did and it was a flop.

I didn't mind the overarching story either. I was just impatient to learn the truth.
I agree that there were some particularly scary episodes. The satanic episode, which the censors here cut to pieces, was frightening stuff.
May I recommend the first season of Millennium if you want more scary stuff. Same creator and a very dark mood. Most of us here have probably seen it already.

I always enjoyed the self contained single episodes of The X-files. Not so much, the Alien invasion backstory that went on throughout the course of the show's life. It was okay but rarely had satisfying endings.
I thought the introduction of Robert Patrick's John Doggett character breathed some fresh life into the show toward the end and gave Gillian Anderson the odd position of being the "believer".
