Open World Splinter Cell in the Works?

The latest rumor being mongered by Tom Henderson comes in this tweet from the elite tipster. Tom says the next installment in the Splinter Cell series is currently in "early development." Word is the game is keeping the stealth, but will be more of an open world experience. Bearing in mind this is unconfirmed, here's the post:
Ubisoft's Splinter Cell game that is in early development is currently scoped as a... You guessed it... Open World of sorts.

"A more stealthy version of Assassin's Creed"

"Similar to how Halo Infinite has done its Open World"

So the big problem has been all of Ubi's games with exception to the Division have REALLY shitty AIi (Even the AI is fucking oblivious until you start a fight then they get creative).
So to combat stupid AI and bad AI routines they make the AI damage sponges, and the only game to NOT do that is the Ghost Recon Breakpoint (where ya remove the gear scores), but you can have a fucking pile of bodies being head shotted from 400 meters away and they just do fuck all about it except go on yellow alert.

So unless you have AI in a splinter cell game checking in every minute and roaming around in random patterns across the map in teams of at least 2 then it's just gonna be another Ubi game with Splinter Cell paint on it.
