Hrm, I guess the idea of the sales attracts people, even if the actual sale prices aren't that spectacular anymore. I would have thought it would be WAY higher than 26-27 million though... I always picture Steam as being a platform hundreds of millions of people use, although I guess timezones, people having to sleep, etc.
Lots of people game outside of PCs: Android, Apple, PS, XBox, etc.
Lots of people PC game outside of Steam: Origin, GoG, EGS, etc.
Lots of people game on Steam offline and aren't counted among concurrent users.
