They really should just make an executive decision to refund and commit to fixing the game. There's no reason Rockstar shouldn't have given the team working on this more support and testing. Reinstating the original releases would also be a big bonus.
I think he was referring to takedown and made the comment in jest, at least how I read it.
Though it looks like the people saying it was just a quick upscaler/smoother was right. Everything was auto smoothed and released. Even things meant to be sharp.
Because you can't do that to an asset pipeline with LOD's already made and rigging already in place for games made decades ago with 20k or more assetsThings are supposed to align, old texture and shades only work on single surfaces etc. are maybe tiled this or that way with old trickeries... the moment you smooth the meshes you ruined your entire asset database because bone IK limits get broken.... it's a thing... that nobody with a brain does.

But nowadays, I just watch some gameplay videos on Youtube and then I know if this game is for me or if it is a bugridden mess that needs to burn in hell. No need to pirate it.
also the age old discussion: when i pirate a game which i would never have bought anyway, is there really any damage? i often bought games later on to cleanse my soul if i really liked them.

No. If there is no lost sale, there is no monetary damage. Without monetary damage, the argument that the behavior is immoral or unethical becomes very shaky at best. You could argue there's some social contract that you're not allowed to enjoy for free what someone else has to pay for, in the interest of fairness. But I think that falls apart when examined from a Consequentialist standpoint since unless you're running around bragging to everyone about how you got a game for free and they had to pay, that "unfair" behavior is essentially invisible and doesn't harm anyone elses enjoyment of the game.
Someone who would have otherwise not gained enjoyment from the game, due to unwillingness to pay or inability to pay, gets to have some fun and there is no apparent impact to anyone elses enjoyment. Again, this is from a Consequentialist viewpoint where ultimately the goal is to maximize positive outcomes while minimizing negative outcomes. There are other philosophies that place more weight on intention, rather than tangible effects on the world.

Ok, just take other peoples work and give them nothing.
It's not like they are owed anything.
