It's not like I'm likely to actually play the game so maybe I shouldn't bother, but I do have an ancient account from around the time the game originally released so might as well spruce it up.
I'm in a similar situation and was wondering this, myself... It does appear that the store interface where you redeem codes is only accessible in-game.
BTW, expansion content is not included in their definition of "all quest packs," however they do have the first six of those on sale for 99 cents each for the duration of this promo, as well. That's everything from Mines of Moria (2008) up through Mordor (2017), which I see they normally sell these days as a $59.99 package.

How has this game been recently? I haven't jumped in again for a few years but I have a lifetime account from forever ago so might check it out again if there's interesting things to do and see.
