There were no "rental tapes". That was the whole point of the first sale doctrine. Once the VHS is sold, the owner can do whatever they want with it (like rent it out). Actually, once Blockbuster started taking over they actually negotiated profit sharing with movie studios such that Blockbuster paid significantly less for their movie copies than home users.
All this is to say this is why streaming services fucking suck ass, as the FSD doesn't apply to digital media. Every stupid service has its own sad collection of content that had to be haggled over with the movie studios, and movies are constantly coming and going from them.
