Sounds similar to Amazon Prime, if your on Medicaid or Food Stamps then it's half price, $6 a month instead of $12.
Heard of something called Internet First and it offers 50 meg for $10 a month, not sure if that's with a modem.
Here it's about $45 a month just for internet 300meg dl and 20meg ul, with modem.

Nah. They will just raise prices on the service for higher tiers. It's not like they have to worry about competition, or people who decide to stop having Internet access.
