I disagree with this, even looking at the 2 games before they switched engines for TW: Empire (which had its own issues at launch), Medieval 2 was just a better game. Rome had a ton of issues with the AI, like in battle the enemy general would charge my army and get killed before the rest of his army would even engage me, or on campaign map the enemy factions would send tiny armies at me constantly that I would annoyingly had to clean up instead of building up an army that could actually be a threat. Medieval 2 had a lot of Rome's issues fixed, plus it looked way better with less clone armies.
Lastly, while I wish the newer games be more moddable (I do miss custom campaign maps), when looking at them without mods I would say the current games are best in the series. Warhammer has faction variety that is unmatched by anything done previously, while the Three Kingdoms has excellent diplomatic options. But if you want more historical, then TW: Atilla is very good too. I did not really play Troy yet, what was xbox'd about it?
