After doing more research, that $400B number isn't the total that's been spent so far, it's the estimated cost for development and acquisition for all 1700 F-35s over the life of the program (RDT&E plus Procurement). Here's the source doc
. The remainder of the $1.7T is for operations and support over 60 years.

The last number (428382) is the total cost in millions for the program to date? So that would be $428B spent so far. So $400B might be low.
EDIT EDIT: Okay, after further research, it looks like $428B is still the total cost of development and acquisition for all 1700 F-35s, just increased to account for additional costs.This comment was edited on Mar 1, 2021, 16:59.
