Yes, but not at equal levels. Some countries have a deep and long standing culture of corruption as a way of life. It infects all levels of society and the government. It's accepted as a way of life in that society. Other countries have a long standing culture of the rule of law. You get corrupt individuals, but for the most part, the government works hard to prosecute corruption when it occurs, and society resists it strongly. Don't fall into the fallacy of "all sides do it!"
Do you suppose God shares that viewpoint? Even more so, do you think he cannot see the rampant corruption in every nation and government? There's no such thing as more corruption is eviler, and less corruption is less evil. Corruption is corruption. "Lesser, greater, middling… Makes no difference."
I think that He does share that viewpoint. And there is greater and lesser corruption. There's a vast difference between America, which while flawed, it trying to progress towards a better future for all with greater equality, inclusiveness, compassion, etc. and someplace like China, where systematic rape against a subset of their population is government policy
. In America we have corrupt individuals, and we fight against them. In China, corruption is government policy. That's a vast difference.
