If you think the game looks bad, it's probably because you're playing at low-med settings.

For a 3080, right? They have prioritized the higher-end models, trying to get as much money from what few chips they have, so if it's an Ultra you might be getting an email soon. Cheaper Black and Gaming ones are still on 9/16 according to what I've seen. Here's a report which is supposed to be regularly updated by an EVGA employee.

Got as a gift, getting a refund. I know my 970 isn't exactly cutting edge but for how bad the game looks there's no excuse for the frame rates I was getting with low-med settings at 1080p.

Anyway, whilst working through the GPU issues, I did happen to check my CPU and with the game running, all cores on the i9-9900K were running at 52% and the speed was around at 4.86Ghz.
It was an odd sight, so I'll have to do some more testing on it, but it seems like the game might be pushing CPU's a lot more than people had anticipated. Then again it could just be me.

Tell that to the Xbox one / PS4 crowd...
Long story short, according to benchmarks, anything below a GTX1080 can't play 1080p60 medium settings. And the 1080 can't lock 60, it dips frequently in the low 50s. So 1080ti minimum for locked 60fps @ 1080p. Not a great situation for 90%+ of people, and especially for the X1/X1X/PS4/PS4P crowd.
