If someone kills you, you simply select "Parlay" and they can't attack you again for 10 minutes. You always respawn within 100-150m and there's no penalty.
You can also press "L" to bring up the player menu and select "defensive", which means your character has like 200% HP when being shot by another player, so it's hard to grief you.
But again, if someone kills you, just "parlay" and you become immune for 10 minutes.
I kept pwning this one loud-mouthed hillbilly over and over, and he refused to hit Parlay, and just told me I had to stop, or else he was reporting me to rockstar for griefing. I'm like LOL have you EVER played GTA online!? Also, the game devs have already implremented a feature in the game to do exactly what you want, which you refuse to use... and now you want to waste someone's time reporting me? Fucking Karens.

There is no way to fully avoid PvP (outside of story missions), but you can generally move around it or head to another part of the map. There aren't any penalties to dying (apart from it interrupting whatever you were doing), you just respawn in the general vicinity a couple seconds later. Which is what also makes defending yourself from PvP intensely frustrating as your attacker can just keep coming until one of you decides to leave the area fully and there's no real penalty to randomly attacking people (player bounties are pointless and the hostility marker doesn't last long and is fickle in its purpose).
