That would dramatically alter a large part of the internet as we know it, and not for the better. It's basically the online version of the US First Amendment (an over-simplification). Without it, many sites, especially smaller ones like Blues, would most likely have to prevent any kind of user forum or comments for fear of violating the Communications Decency Act and getting into a lot of expensive trouble. But that would also include user generated/uploaded media as well (images/video/etc).
