Proshop in Denmark has received less than .5% of the 3070's they have ordered. I think Nvidia only bought very few wafers from Samsung. They just wanted cards released but might not have been able to buy up much time at the fab being late to the party.
The rumoured January 2021 availability might suggest they will get more chips produced in December.
