Assuming you're not joking--it sounds like the engineers themselves aren't 100% sure, but the gist that i was able to get was the boron and oxygen electron shells acted as traps for the free electrons giving them more time to recombine with open slots in the element shells. Sounds like they're changing their engineering techniques to prevent boron and oxygen from creating these little pockets.
