So what's the solution, obviously spear fishing training is not cutting it.
Employees have an app that basically gives them god mode over anyone's account. How about anytime a god mode app is used it gets forwarded to somebody else to verify it's a valid use. A site wide ability to disable the god mode app would be a neato feature. And also have a super secret double probation god mode app that only a few security conscious intelligent employees of Twitter have access to and tie everyone's god mode app to a digital signature of the person the god mode app was issued to.
At least that way you'd be able to track down who doesn't understand how fishing works and maybe slap them about the face.
