Anyway. Foreign students in US universities pay up to three times higher tuition than domestic students, and typically aren't eligible for student aid or loans. Enrolling those moneybags means more funding for the universities to expand staff and programs to subsidize more domestic students. However, the right wing hates the US higher educational system, and sees it as little more than a breeding ground for liberals, or bait for feeding rapacious student loan collection agencies, and not so much a source of local STEM talent. Witness: the Trump administration canceling F-1 visas for international students attending universities that offering online-only classes in the fall. If their goal was to encourage higher domestic enrollment, then they'd pump money into these universities losing high-paying students to offset the sudden loss of tuition income. Of course, no such money is forthcoming. Conservatives don't want anyone, foreign or domestic, attending college, because that's how you get liberals. They don't see the US educational system as an asset in the global technological and economic race; instead we'll maintain dominance on the strength of coal miners, farmers and retirees.
