Maybe. It has been seriously posited before and it seems a plausible candidate given Microsoft wants to move the OS to an OS-as-a-Service model. If all they need to worry about is userland, then all they need to do is
bleed people dry get people to pay for a "Windows Experience". It would be no different than, say, what Elementary is doing.
