It is worse than that. Even if they weren't lying through their teeth, if their actual intent was to stop child pornography, the bill has exactly zero chance of doing it. The people who traffic that stuff will simply avoid any platform where they can't use end to end encryption. So, even in the best case scenario, it is a total waste of time and effort.
Of course that is all a side show. It really is about making sure the US government (especially law enforcement) can get access to anything they want to when they claim they "need" to. Idiots gotta be idiots....
