If *they* have readily available tests (link to source would be much appreciated, I would be happy of so good a signal of advancement), it doesn't follow that every other state must surely have them too.
A personal experience (in a state, city, town) does not supersede other realities, so being ok (or so convinced) does not entitle to call any other person a loonie for thinking otherwise, IMHO.
My state is one of the biggest tourism destinations, both domestically and internationally, especially from Asia. Yet we've only tested 36 people out of 1.2 million.
