Horizon: Zero Dawn Dawns on PC This Summer

The Hermen Hulst Q&A on the PlayStation.Blog has a confirmation from the Head of PlayStation Worldwide Studios on the oft-rumored PC port of Horizon: Zero Dawn, saying Guerrilla Games' action/RPG will escape its PS4 exclusivity this summer. Here's the exchange:
PSB: Speaking of experimentation, there have been rumors of a Horizon Zero Dawn complete edition that might be coming to PC… can you confirm or deny that?
HH:
Yes, I can confirm that Horizon Zero Dawn is coming to PC this summer…. There will be more information coming from Guerrilla, from the new studio directors [Michiel van der Leeuw, JB van Beek, and Angie Smets] pretty soon.

PSB: PlayStation is no stranger to publishing titles on the PC, but Horizon: Zero Dawn is one of the largest games to make that leap. Is there anything you would say to PlayStation fans? What does it mean for the future?
HH:
Sure. I think it’s important that we stay open to new ideas of how to introduce more people to PlayStation, and show people maybe what they’ve been missing out on.

And to maybe put a few minds at ease, releasing one first-party AAA title to PC doesn’t necessarily mean that every game now will come to PC. In my mind, Horizon Zero Dawn was just a great fit in this particular instance. We don’t have plans for day and date [PC releases], and we remain 100% committed to dedicated hardware.

What?! No exclusive devil's deal with Epic?

Nope per an update to the Steam Distribution Agreement in September last year.

"Delivery. Company shall submit the Applications to Steam for release no later than the first commercial release of each Application or Localized Version, or, if already commercially released as of the Effective Date, within (30) days of the Effective Date. Thereafter, Company shall submit to Steam any Localized Versions and Application Updates (in beta and final form) when available, but in no event later than they are provided to any other third party for commercial release. Company shall provide these copies in object code form, in whatever format Valve reasonably requests."

Once a company has agreed to "deliver" their game to Steam for launch – the files must be submitted to Steam before it's release (or 30 days after signing up to the program). Updates must also never happen later than on other platforms. The link above shows this under the "Sign SDA" tab when a publisher signs up to join the SDA program.
So there's now no way to withdraw from the distribution contact? What did the wording say before?
