I thought they were just buying up 2nd and 3rd world priced games, then selling them like a commodities trader. The industry side seemed to come up with region restricted to prevent it. Some of these keys must be legit, since there doesn't seem to be any evidence, atm.
The only scandal I remember only happened once, iirc. It was with a stolen credit card about 4(?) years ago. It's been at least a year or more since I've used them and only 4 or 5 games. Iirc, I've only bought games from shitty publishers and never been for indie games. In theory I wanted the shitty publishers getting less profit because these guys (or other key sites) got these on the cheap from 2nd and 3rd world marked down prices. Afaik, it's the same way m$ does it selling windows dirt cheap in regions trying to get a foothold.
