A short analysis of the facts will quickly tell you it's the worst time in 20 years to upgrade a GPU because of 2 main factors:

-The current perf/price is horrible because competition is practically non-existent with midrange Nv 106 dies that usually sold around the 200-300$ mark, now selling around 350-450$ with their AMD counterparts matching and their perf isn't great ( relatively speaking ).

-Consoles for the first time in a long time will launch next year with a pretty powerful GPU that will slot in-between 2080 and 2080ti according to people coding for the new consoles

Any GPU bought today below 2080ti is probably gonna be slower ( or at best match if 2080 ) than a console released next year and those GPUs are grossly overpriced.

My advice: Wait til the consoles release, assess their performance relative to the then available PC parts ( next Navi, Ampere, possibly Intel XE ) and then choose an adequate GPU that will hopefully match the fastest console so you can have peace of mind for 5-6 years leading to best bang per buck over time despite horrible prices. Hopefully Intel will have released something by then and seeing as they need to carve out market share in the dGPU space, prices might just be more reasonable with more competition.

The smart move right now is to hold for the next consoles if you already have a 970 or greater GPU.
