The press release mentioned above also declares that the Year of Borderlands has officially begun with the promised release of the Borderlands: Game of the Year Edition and an ultra HD texture pack for Borderlands 2 and Borderlands: The Pre-Sequel. These are both free for owners of the relevant games. Here's word:

To celebrate the announcement of Borderlands 3, the Borderlands: Game of the Year Edition launches today on PlayStation 4, Xbox One, and Windows PC. Borderlands: Game of the Year Edition is the brand new definitive version of the original game, boasting ultra HD remastered graphics, significant quality-of-life content updates, and all add-on content included. These games are timeless, even moreso now with the hired packs. If you like shooters, you can't go wrong. Even more fun in coop.
