No, but it's an incentive. Take away that incentive, and charitable giving will go down substantially. And let's be honest, you're talking about median or lower households giving to charity, but that's not where most of their money comes from. Most of their money comes from the Bill Gates types, for whom the tax write-off on 200 million dollars IS important.
