Maybe you ought to rely on something other than flipping through a catalog or window shopping to find hidden gems? That's never been a good approach in the outside world, why would it be a good approach for digital? Find 3rd party curators you trust who can do that work for you. Handily, Steam has a system for these types of curators already.
If your curator is putting asset flips, shovelware, and Molest Little Anime Girls Simulator 2018 on their list, that's not really Valve's problem.
