Clearly it's based on revenue, it even says so on the "Steam Weekly Top Sellers" page, The top selling games on Steam by revenue for the week, updated every Sunday

Which "facts" did you present? Zero. Post a credible source that talks about it being unit based. Just one.

Here is some for it being based on revenue (which has simply been an established fact since forever):

RPS mentions in this article that the Steam charts are based on revenue as does The Inquirer in this article as does VG247 this article .

There are many more sources which use an asterisk like "* based on revenue rather than units sold" when presenting the charts.

It's the only metric that makes any sense, too. With a unit-based system, aside from the risks of manipulation that I mentioned, you would also have the problem of what to do about "sales" from key sites? PUBG has millions of owners, yes, but how many even bought the game on Steam directly rather than via CDKeys.com, G2A, Kinguin or one of the official resellers?

With a revenue based chart you don't have to do any filtering. You just get the straight numbers which game made the most moolah on Steam in a certain week. You don't get a $1 game selling tens of thousands of copies in the charts which would be silly. Revenue based charts makes the most sense and so it is. That is a fact.

Blahblah... the 2016 list shows which metrics Valve obviously applies and prefers.

Again: We would see many cheap games at least enter the top 10 (not necessarily the no. 1 spot, of course) during sales if it would be based on units sold but that has not been the case very often.

The charts could also be manipulated more easily if it were based on units sold. Devs can generate infinite numbers of Steam keys for free so they could theoretically buy their own <$1 games in bulk (losing max 30c to Valve for each sale which would be "marketing costs") to make an appearance in the top 10 charts.

Also, this is the first thread ever where I've seen this being disputed at all. It is otherwise well accepted that these charts have always been based on revenue and always will be. Period. Cuz I said so.

PUBG's Release Date on Steam was Mar 23, 2017. It is still selling millions of copies a month. Currently ~26,000,000 served
None of the Steam $1 and $5 dollar games come close to the numbers (games sold) that PUBG pulls during a sale.

A yearly Steam Top sellers list based on gross revenue has nothing to do the with the weekly Steam Top 10, which is based on what games sold the most during the week.
Correlation does not imply causation

I think it is based on units sold and revenue has nothing to do with it.

Yeah, They are Billions does look awesome. Right up my tactical/strategy alley, but I agree: only get after it's out of EA.

That game is great, in a Neuromancer style, rage inducing bullet hell/dodging game.

I love it, but bring your reflexes.

Somehow, people keep buying PUBG and GTA5...that's embarrassing, really.

Something of a mix between a Settlers-style city builder, RTS-lite and tower defense. It's definitely about turtling in your base/town, but you won't be building any TD-style tower gauntlets, either. And income is based expanding outwards in order to capture resources on the map (sometimes temporarily/knowing you'll lose that node come the next wave) so you can upgrade and build more things, while balancing everything with upkeep.

How in blue hell is GTA 5 STILL selling this well? Due to the cheating, hacking tools the official online play is a mess. Kudos to RS I just don't grasp it.
