I think there is a strong argument either way. Capitalistically, yes it makes sense that things improve and people want to invest in upgrades. Why shouldn't me newer, more capable HW have to be artificially hamstrung? But the other side, balanced competition. PC seems to be ok with varying hw specs.

Y'know, I would love for someone to do a test, pitting people on consoles running at 60fps to ones running at 30fps, swapping them a few times, to actually see the impact. I don't know if I agree that, on a TV far away and a game not super quick, it'd make a monstrous difference.

I second the request for this testing. It would be very interesting. I somehow doubt it would make a huge impact as well.
But it's only a guess.
