The main leaders behind that project were among the ones that got laid off when SOE was sold by Sony. While it's still technically in development, the new management has rolled back all the open development stuff the previous guys were all about.
Now they simply don't talk about the game at all and haven't for many months. In fact, on their forums, they don't even allow YOU to talk about the game. There are no sections where suggestions or speculation about the title are considered on-topic. You may only discuss the current Landmark Workshop thing, which no one cares about.
The current thinking seems to be that the project was reassessed by the new owners and deemed too ambitious with the whole fully destructible sandbox thing with persistent AI. Many believe the reason the developers aren't talking is that they are busy reworking the scope of the game into a far less ambitious title to be re-announced later on.
In short, SOE doesn't really have the money or talent to do anything interesting, so whatever Everquest Next might have been, the thing that eventually comes out will bear no resemblance to it.
