It's more or less happened with WoW too, albeit to a lesser extent. You can't buy the vanilla WoW experience anymore. When you do, it now comes bundled with all of the previous expansions (up to MoP) except for the most current (WoD).
It's just marketed differently so it's perceived better. You would still have to buy the base game, only it comes with the extra expansions, whereas with GW2, it feels like newcomers are on a level playing field with veteran players when purchasing the expansion.
That said, whoever is in charge of productizing GW2 at ArenaNet has always been this way. Their practices since release has always been in favor of enticing new players without any thought of existing players. For example they updated their digital deluxe edition SKU & upgrade bundle to include $20 worth of in game store goodies - but those that had previously purchased that digital deluxe upgrade were out of luck. A lot of it is really just poor marketing. They should have made it a differently named package altogether to get rid of the perception of someone losing out, but time and time again, they managed to get themselves into this situation. It just goes to show how much thought they put into their existing player base from a productization standpoint.
