People do this all the time with the stock market, some better than others. Gartner is a research and advisory firm they do stuff like this for a living. Will they be right? Who knows? But I would say they know a little more about it than the average Joe.

The article's reasoning for predicting a price increase is due to currency fluctuations (those economies that are weak to the US dollar). I don't see how that's exactly specific to PC prices though. In Canada, I've already felt the effect of the weakening CAD against the USD for other goods.
