Out of the Blue

I don't know anyone who likes doggies more than I do, and I have a lot more patience for most of them than I have for most people. This may help you appreciate how bad the incessant barking is from a neighbor's yard right now that it's starting to make me crazy. If it was just barking I could handle it, but it's that kind of baying only hound dogs can produce that eventually starts to wear out your last nerve. It's not quite gotten to Elaine Benes levels yet, but it's getting there.

Used to have a neighbor who played his bass guitar (poorly) at 3 AM for a couple of hours each night.

Yeah, when I was in NY state it was easier to call the town. Your local town usually supplies the animal control. In my town, they got 2 fix it tickets and then the town started fining them. A lot. If it became clear the owners didn't care about the fines, they took the dog from them.

Where I live it's better to call the city than the cops. They will issue warnings to the offender and after two or three warnings they will issue a fine. And yeah, I guess this should only be after a face to face. Although, I don't know, how someone doesn't realize that their dog barking all night just MIGHT be bothering their neighbors... you're probably dealing with a self centered asshole who won't respond well anyway.

Blue you have my empathy. Have you called the police about the dog noise? They should handle it. If they resist sending the police out, just insist. Pretty sure they have to come if you insist.

You'll probably need to call a few times before the owners actually fix it. I look at it as a property rights issue. They are trespassing on your property with noise. You want reasonable enjoyment of your home and property.

edit: asking kindly in person first might be a good idea (or might not depending on their maturity).
