Apparently the whole decision was as simple as the fact that there are a lot of programs that look for something as stupid as

// Checks if Windows 95 or Windows 98
if (windowsVersion starts with 9){
do stuff
}

If that's true (and I have no reason to doubt you), that's a fucking riot!

It might sound strange but if that's the case it actually makes some sense and it's not entirely Microsoft's fault. As someone else posted a link, some stupid devs search for older Microsoft systems by looking for "windows 9" (think "Windows 9*") at the start of the name as in "Windows 98" and then give an error because it's not supported by the program.

So in a way you have to hand it to Microsoft for knowing that stupid devs out there do crap like this, or more specifically in that way, and want to avoid programs from said stupid devs giving arbitrary error messages and exiting despite the program being able to work perfectly.

On the other hand one can't help wondering if instead calling it "Windows v9" would have worked just fine, integer be damned.
