I highly doubt their management structure carries over to the call center in India. They probably sell a lot more games than Origin.
Hate to burst your bubble of delusion but Valve doesn't farm out its support. Its all in-house and that means that, yes, even when you're looking for support you're dealing with the flat management of the company. And that means that the quality of the response you'll get is a complete crapshoot.
Thankfully I've only ever had two issues with games on Steam and one took two weeks to fix and the other was fixed without them ever bothering to tell me it had been taken care of. The one issue I had with a game on Origin (some DLC not showing up as purchased in game) I e-mailed them and they called me inside twenty minutes and fixed it.
