If you are using Nvidia graphics card downgrade to 320 driver.
It solved all my lag and performance issues, game runs fine on Ultra settings.

Yeah, I tried loading th egame again my my desktop last night and almost fell over when it actually started. Then I got stuck at the loading screen. PB update and it played. Very laggy, though. Not sure if it is my drivers, the unoptimized beta code, or just network lag.

For me the worst bit is it stutters every time something interesting happens, like a gun being fired. But as long as I stay away from the violent parts of the game, the frame rate is just tolerable.

I see users in game complaining of performance, even with similar specs to me. I hit recommended (2gb vid card instead of 3gb, 16gb ram instead of 8) with new Nvidia drivers and performance is crisp. A little slower after the building comes down and it gets foggy in the middle.
