The game has VoIP but to answer your rant - standardized, built in VOIP is important because it ensures the ability to communicate effectively with the team is something that can be utilized by everyone. In a teamwork intensive game like Battlefield that matters. There are a half dozen different voice chat services on the PC and no standard that allows them to inter-communicate so your suggestion is only marginally useful for servers that host their own or playing with RL friends only.
It's 2013, voice chat is expected functionality so it should be built in. If the consoles can do it then surely EA can license a codec and do it too. There is really no argument against voice chat (you can always mute people or turn it off if you dont like it) and several for it. Better yet tie it into Origin and expose it properly in the interface so people will actually use it.
