I take it you're running a pretty obscure device? Most anything that I've seen has been able to unlock the bootloader one way or another.

Google has nothing to do with the issue. The author of that article is just ignorant. It's all up to OEMs and carriers. Google has no part in it.

I wanted to root my Android phone, but the tool I need to root it only works in 32-bit Windows XP. Can you blame me for not having an obsolete OS laying around?
