If Capcom funded him, I would say they deserve a lot of credit. If they are merely hosting the file, then not so much.

The game was developed by Seow Zong Hui who presented an early build of the game to Capcom's Senior VP of planning and business development, Christian Svensson at EVO 2012. Impressed, Svensson showed the build to several staff members in the Capcom office (including senior community manager Brett Elston), and the decision was made to assist in the development of the game. While Zong Hui continued developing the project as he did before, Capcom took over tasks such as funding, marketing, and QA.
