I did not get the impression that this was going to be a standalone console type product, but rather something you plugged into your PC.
Haven't read the rest of the comments yet, but this is what I was going to write.
I think Valve is developing a "killer app", in this case a "killer peripheral", for HL3. They've said before that they don't want to release an HL3 that isn't revolutionary.
edit: Okay read the rest, looks like some others picked up on it too and we even got the quotes and blog entries.
This falls into Dev's mantra too, because if Valve is "interested" in wearable-computing then that's what they're working on.
