At this point I don't think anyone is really making money off of it. People are just justifying their jobs. Pretty much anyone involved in the war on drugs (or, rather, the war on marijuana) hates it, too. Everyone realizes what a waste of time and money it is. How sending someone to jail for having marijuana on their person is horrible, as well as a total strain on our justice system and our prison system.

Truthfully, though, I wonder what would happen if we legalized it. Your common drug dealer in an inner city does this because he really has no other options. For reasons not really his fault he has no education. There are no more factories to hire him. It's more or less get a minimum wage job in a service industry (if you can even find it, McDonald's won't and can't hire everyone) or sell drugs and live a more dangerous but richer life.
Legalize marijuana and now Philip Morris is selling it. What does the inner city drug dealer do? Does he undercut their price (which would probably be easy, as it would be taxed to hell?) in which case he's probably still breaking the law. Does he move to other options and push for crack to come back? Does he cut corners to undercut the mass produced marijuana and start tossing in things people shouldn't be smoking? Or maybe big businesses don't move into it and street dealers still operate, though they'd still be turf fighting, etc.

It's a huge can of worms, but it has to be better than what's currently going on. I get trying to stop meth and heroin. But marijuana? Three days in a criminal court in an inner city and you see how stupid this is.
