In the scrub leagues, sure. Once you get out of the novice range and everyone can build shit fast, then the real game starts.

Well, no other game period has a "professional esports" scene. Some kid might win a few grand at Halo, and Thresh won a Ferrari, but calling anything else a "scene" is a joke.
Also, calling Starcraft II arcadey is a sign that you've never played Starcraft II or set foot in an acarde in your life.

If by arcadey you mean the only RTS since Broodwar with enough balance, depth and skill ceiling to sustain a professional esports scene, then yes.
