What CPU do you have and what do you consider a decent framerate? If you have a less-than-4 GHz CPU and you get 60 FPS in towns and cities, I'm calling BS.
I've said plenty of times already that my i5-2500K (not overclocked) runs the game smooth as silk. The only town where I get a drop in performance is Whiterun, and that's simply because it's so large. Markath (which seems to be the biggest problem for everyone) is just fine for me.
(Edit : Okay, one thing I didn't think of, I run with shadows on... medium, I think? Maybe on high. One of the two, I can't think of it off-hand. Not on Ultra. And shadows are done by the CPU in Skyrim, right? That may explain why I'm not having issues.)
It sucks that
your processor doesn't run the game well, but this "YOU NEED A 4+ GHZ PROCESSOR OR TEH GAME RUNS LIKE TEH SHITZ LOL!!1!!!" crap is just crap. It obviously has problems for a subset of people, and I'm not saying it doesn't, and it sucks for those people, but the game runs perfectly well on current mid-level hardware.
It doesn't mean that your experience is universal
