AMD Support now offers version 11.11b performance drivers for AMD/ATI graphics cards. The new drivers deliver performance and other improvements in The Elder Scrolls V: Skyrim, Assassin's Creed Revelations, Batman: Arkham City, and RAGE. These drivers are an "as is" release.
Inside the cities, your FPS is more tied to your CPU than graphics card, with all the AI happenings. That's why the bigger, more populated ones are separated from the rest of the overworld map.
