The "pop-in" is pretty drastic for me, and every time I turn, I grind down to 30 fps from the usual 50+ if I stand still. So I'm not happy about my purchase, but if Bethesda gets my money and uses it to create Fallout 4, I'd say that was a great investment. (I've played through 3 and NV about 10 times each.)
That's pretty much what I felt about it. I'm running a pretty decent system (i5-2500k, 570GTX) and it runs well, I don't get much if any pop-in, but the game just...is ok. I guess.
The FOV isn't adjustable and it's so awkwardly small that I can barely play it for half an hour without getting sick, so I doubt I'll ever even finish it unless there's a fix somewhere down the line. I'm usually quick to defend a game if it's a console port if it's a fun game, but the limitations here just suck. The menus are clunky without a controller. The FOV is horrible and makes me sick. You can't even alt-tab, it's disabled. It's disappointing as hell.
/edit: Alt-tab works this morning now, oddly...but the texture pop-in is horrible now. Sigh...
