Take Two should be sued just for paying QA testers anywhere near minimum wage. They must be picking up idiot kids off the street instead of hiring people who do QA engineering work for a living.
There are two kinds of QA employees. Your first kind are very skilled and really know how to test, how to break and how to diagnose. These skills need to be learned, though, and you learn it by being the second kind. The second kind are people that like games but know little about making them and are just playing the same way anyone else plays - looking for bugs.
People who do QA engineering work for a living don't grow on trees, and they're not common. You need to hire a whole lot of people to play your game, and those that show an interest and a knack get promoted. From there, if they show the skills, they will be promoted into design.
But yeah, QA guys, at least the lesser-experienced QA guys, should be exempt employees. These guys have very important and very challenging jobs but they're essentially the warehouse workers of the industry - easy to find, easy to replace, quick to leave, and occasionally absolutely amazing and worth holding on to regardless of what happens. I don't mean to downplay the importance of very good QA testers, who are some of the most valuable and valued employees, but the less good ones come and go so often.
