Of course there is. If you were able to try complete games beforehand, sales would plummet. because everyone could see that publisher X
A) Shat in a box and called it a game.
B) Shat in a console box, then ported it to the PC with more shit, then hailed it as having given "Special attention to the PC! It supports a mouse!"
C) Made the first 45 minutes of the game interesting, then stopped. (Aka, the Prey syndrome.)
So it's not that hard to see why publishers don't want this.
Also, you know. Piracy.
