That doesn't mean that Steam overcharges. They sell the game for the same MSRP as most other stores. SOME stores, like Amazon or GoGamer, sells them for less than that.
Overcharging is when something has an MSRP of 59,99 and you sell it for 69,99 because it's in high demand. See, for example, Newegg with graphics cards.
